Rainout Policy

It is in the best interest of the Rogers Youth Baseball Board and league umpires to put all of the kid's safety at the utmost importance during bad weather.  If bad weather occurs during a game the umpires will be responsible for calling the game.  Coaches may not attempt to persuade the umpires.  If the umpire is young and/or unsure of the call, the umpire will be instructed to check other games in the park or will be told by a Rogers Board Member ONLY what needs to be done at that point.

Makeup games will be as follows:  There will be no Saturday make ups this year.  There will be rain out dates added into the schedule.  Wednesdays will be used as necessary if needed.  This will be announced once rain out dates are full…

Ground Rules for ALL ages

Ø      There will be no profanity, obscene gestures or throwing of any equipment.  This can result in automatic ejection from the game in which it occurs and suspension from the next game.  The second time one of these violations occurs, the person or persons involved will meet with the Rogers Youth Baseball board.  At this meeting it will be declared if the person(s) will be allowed to continue to play in the Rogers Youth League. Any ejection of a coach or a player automatically is a one game suspension.  All ejections will be reported to the Umpire in Chief, Commissioner of that league and President.

Ø      In case of a discussion, only the manager or head coach will speak to the chief umpire.  All other coaches and players will either stay at  their positions or in the dug-out.  If this is violated, the person(s) involved may be ejected and suspended for one game. If this happens a second time that person(s) will have to meet with the Rogers Youth Baseball board where it will be decided if the can continue to coach in that league.

Ø      A player, coach, or a fan ejected from the game must leave the park.

Ø      There will be no yelling of personal or personal pronoun names. There will be no banging of bats against the dug-out fencing, floor, or bench. There will be nothing done to distract players from the other team.  If any of the above violations take place, the umpire will warn the person(s) involved.  A second warning means automatic ejection from the game.  If the umpire is unable to tell who the guilty party is then either a player will be chosen or a coach may be ejected from the game.  Managers should remember whatever their players do good or bad reflects on them. Again, managers are expected to have control of their players.

Ø      No smoking or chewing tobacco will be allowed in the confines of the playing field.  Alcoholic beverages and drugs are not permitted anywhere in the park. Coaches you may not go outside the dug out to smoke during the game in which your team is playing.

Ø      There will be no soft toss allowed against the fence at any of the Rogers ball fields at any time.

Ø      Before the start of any game managers should approach the umpires with any questions they may have.

Ø      All equipment shall be kept in the dug-outs during the game.  All players, unless they are on the field playing a position, on base, in coach’s box, up at bat, or in the –on-deck circle, will be in the dug-out.

Ø      Managers should have their players in uniform with their shirts tucked in.

Ø      Courtesy runners can be used for pitchers and catchers to help speed up the game. There must be at least one out for this to take place and the courtesy runner must be someone not in the line up.  If a team has no subs for this then they must use the last recorded out as a runner.

Ø      Teams are allowed to start with 8 players and must take an automatic out.  If the 9th guy shows up he goes to the bottom of the lineup.  Any team with less than 8 will have a 10 minute grace period before it is then considered a forfeit.  However; the official game time will have started at the original game time and will not be added on once a player arrives.

Ø      Delaying of the game by runners will not be tolerated.  The runner will receive one warning by the umpire when a delay occurs. He will be called out if another infraction occurs.

Ø      Stalling-If in the opinion of the umpire, a team exhibit stalling tactics, the umpire will give the team a warning.  If in the opinion of the umpire, the team exhibits further stalling, the umpire shall stop the game and award a forfeit to the other team. Ordinary time outs will      not be considered stalling if this has been the norm of this team throughout the game.

Ø      9-15 can use a big barrel bat of regulation size. 2 ¾” and below.        

Ø      There is no jewelry that is visible allowed on the playing fields at any time.

Ø      Each team must supply at least two game balls every game.

Ø      Collision Rule-In the umpire’s judgment, if the catcher or runner shows a violent or flagrant attempt at the tag or running over the catcher, either player may be ejected. There is not a slide rule but it is advised for all runners to slide at every base or the above could take place

Ø      On double play balls the runner needs to get down or out. If not and in the umpire’s judgment the runner interferes with the play then that runner and the runner in which a play is being made will be called out.

Ø      We follow USSSA rules in 7-12 except where it may be amended. 13-15 yr olds are Babe Ruth and will follow Babe Ruth rules.

Ø      City tournament will involve tournament rules for pitching.

Ø      Rainouts and make ups please see rain out policy.

Ø      13-15 refer to Babe Ruth Baseball rules and guidelines.

Pitching Rules

Ø      In ages 9-12 each pitcher is allowed to pitch 6 innings per week.  Weeks run Sunday though Saturday (all ages).  If a pitcher pitches more than 2 innings then he must have two calendar days rest before pitching again. If a team is caught in violation of this rule then that game will be a forfeit. 

Ø      In ages 13-15 same rules apply except pitchers must have two calendar days rest after more than 3 innings of pitching.

Ø      In all ages 1 pitch constitutes one inning. 

Ø      If a pitcher begins warming up he must throw at least one pitch before being removed.

Ø      Intentional walks are allowed, however; they are discouraged.

Ø      There are no balks in ages 9-10.

5-Year Old T-Ball 

Ø      All game time limits will be  1:15.

Ø      All games will be played at  6:00 &  7:30.

Ø      All players will hit from the tee. Each player will get 4 swings.

Ø      All players must bat regardless of outs every inning.

Ø      10 players allowed in the field(4 play in the outfield).

Ø      All players must play infield and outfield positions.

Ø      No score will be kept.

Ø      There may be one coach in the field on defense. There may be one coach behind the batter to help the player.

Ø      The ball is dead if thrown to the pitcher, catcher, or 1st.

6-Year Old Coach Pitch

Ø      All game time limits will be 1:15

Ø      All games will be played at 6:00 & 7:30

Ø      There will be ONLY 3 pitches to each batter.  If after 3 pitches regardless if fouled or missed the player must then hit the ball off of the tee. If the player misses the ball on the tee the player shall be declared out.  We need to keep the game moving.

Ø      All players must bat regardless of outs every inning.

Ø      10 players allowed in the field(4 play in the outfield).

Ø      All players must play infield and outfield positions.

Ø      No score will be kept.

Ø      There may be one coach in the field on defense. There may be one coach behind the batter to help the player.

Ø      The ball is dead if thrown to the pitcher or 1st.

7-Year Old Machine Pitch

Ø      All game time limits will be 1:15 or 6 innings

Ø      All games will be played at 6:00 & 7:30

Ø      Game will be played with a hard ball

Ø      Run rule of 6 runs per inning unless behind and then can only go ahead by 6 runs

Ø      Home team will be official scorekeepers

Ø      5 pitch maximum unless the ball was fouled on the 5th pitch.  If 3 strikes prior to 5 pitches batter is out.

Ø      A batted ball that hits the pitching machine will become a dead ball and all runners advance one base with batter awarded 1st.

Ø      Once a ball is thrown to the pitcher on the mound the ball is dead and all runners must return to prior base unless over halfway to next base which will be the judgment of the umpire only. The ball is DEAD if thrown to the pitcher or umpire. Even if the pitcher does not catch the ball and in the umpire’s judgment this is where the ball was being thrown then play will be stopped. There will be a circle in which the pitcher will need to be in order to stop play

Ø      Only the managers are allowed to discuss a call with the umpire

Ø      There will be only one coach allowed on the field for defense and he must be in the outfield          

Ø      The umpire will feed the pitching machine.

Ø      The machine can only be adjusted if needed at the start of a new inning. The machine speed will be approximately 42mph.

Ø      Every player must bat.

Ø      3 outs per inning.

Ø      There will be free substitution allowed.

Ø      No bunting allowed.

Ø      A game can end in a tie.

Ø      Foul ball Rule—If the ball bounces foul and then rolls into fair territory before passing 1st or 3rd base this is a fair ball. (ex: the ball could hit 5 feet into foul territory and roll fair. This is a fair ball).

8-Year Old Machine Pitch

Ø      All game time limits will be 1:30 or 6 innings

Ø      All games will be played at 6:00 & 7:45

Ø      Game will be played with hard ball

Ø      Run rule of 6 runs per inning unless behind and then can only go ahead by 6 runs

Ø      Home team will be official scorekeepers

Ø      5 pitch maximum unless the ball was fouled on the 5th pitch.  If 3 strikes prior to 5 pitches batter is out.

Ø      All games will be played at 6:00 & 8:00

Ø      All players must be in the batting lineup. 

Ø      There will be free substitution (except pitcher). The pitcher must follow pitching rules. 6 innings per week. Must have two calendar days rest once pitched more than 2 innings. ONLY the starting pitcher may re-enter the game.  Each player is required to play two defensive innings. In the event a game only goes 3 innings those players who did not get two defensive innings must start the next game.

Ø      Home team will be official scorekeepers

Ø      All coaches are responsible for signing the books. If not signed game will be accepted as is.

Ø      A runner may steal once the ball crosses home plate.  A runner that leaves early will be sent back to the base from which he started. 

Ø      Run rules: 15 after 3 innings or 8 after 4 innings

Ø      Official time will be kept by the umpire. 

10-Year Old League

Ø      All game time limits will be 1:30 or 6 innings

Ø      All games will be played at 6:00 & 8:00

Ø      There will be an EH (extra hitter) allowed.  But if you start the game with an EH you must end the game with the EH. To use an EH you must have 11 or more players at the game. This is optional if one team cannot fill and EH but the other team can. If both teams have 11 or more they must use EH.

Ø      There will be free substitution (except pitcher). Must follow pitching rules. 6 innings per week. Must have two calendar days rest once pitched more than 2 innings. ONLY starting pitcher may re-enter the game

Ø      All players must play two defensive innings

Ø      All coaches are responsible for going to the score box and signing the books. Any coach is allowed to sign the books. If the book is not signed the game will be accepted as is.

Ø      A runner may steal once the ball crosses home plate.  A runner that leaves early will    be sent back to the base from which he started. 

Ø      Run rules: 15 after 3 innings or 8 after 4 innings.

Ø      Official time will be kept by the umpire. 

11/12-Year Old League

Ø      Time limit 1:30 or 6 innings

Ø      A runner may steal once the ball crosses home plate.  A runner that leaves     early will be sent back to the base from which he started.

Ø      Run rules: 15 after 3 innings and 8 after 4 innings

Ø      Pitchers must follow all pitching rules. Each pitcher is allowed 6 innings per week. Once a pitcher has pitched more than two innings he must have two calendar days rest before pitching again.

Ø      All players must play two defensive innings. (free substitution)

Ø      Must bat the entire roster

Ø      Game times 6 & 8

Ø      All coaches responsible for going to the score box and signing the books.  If the book is not signed then it will be accepted as is.

Ø      Official time will be kept by the umpire.

*Tournament Rules*

All rules still apply the same except for pitchers get 6 innings per consecutive days---If a pitcher pitches 6 innings then he must have a days rest.  EX: day one the tournament and a pitcher throws 4 innings then day 2 he can pitch 2 innings---if you now go to day 3 then that pitcher would now have 4 innings.

13-15 Year Old League

Ø      Time limits are 1 hour 45 minutes or 7 innings.

Ø      Game times are 6 & 8

Ø      Playing Time-In a double header all players must play one complete game. In the event of just one game each player must play at least 3 defensive innings.

Ø      Pitchers must follow the pitching rules. The pitcher are allowed 7 innings per week. 

Ø      Once a pitcher has pitched more than 3 innings he must have at least two calendar days rest before pitching again. Only the starting pitcher may re-enter the game as a pitcher

Ø      There is no hidden ball trick.

Ø      There are no fake tags allowed.

Ø      All players must use big barrel bats. It is recommended that players use a bat that is at least 2 ¾ ” diameter.

Ø      Official game time will be kept by the umpire.

Ø      All coaches are responsible for going to the score box and signing the books.  Any      coach can do this.  If the book is not signed it will be accepted as is.

Ø      Run rules are 10 after 5.  

Ø      Only authorized players, coaches, bat boys/girls allowed in the dugout. Bat boys/girls must have a helmet on while retrieving a bat or any other equipment.  

Ø      Babe Ruth rules will be used.

 *Tournament Rules*

Pitchers can pitch 7 innings per consecutive days---If a pitcher pitches a complete 7 then he must have a days rest.  There will be no time limit on tournament games but the run rules will still be in effect.
